85hp Force cooling system

I have a 1985 85hp force and i am not gettin any water thru the head. I have the lower unit dropped and a hose hooked directly to the water tube, with the thermo out.i have a waterflow chart in my manual and it shows the water flow thru the water jacket on the left side of the exsaust manifold then it comes out two holes at the top and runs into the manifold and then there are two (small) holes at the bottom where it is suposed to flow into the right water jacket.and then into teh head. but all the water run straight out the exsaust.is this correct ? any suggestions ?

DID YOU CHECK THE WATER PRESSURE RELIEF VALVE

No, water needs to come out of the two water holes on on top, checj to see if the rubber hose is broken, some water should come out of the tail fin. I had that motor and it's a good one. The two small holes on the bottom is just for draining if I understand what you describing.

Thanks for the help, I found the problem. it turned out that the previous owner never put the inner exaust plate back in.
