85hp Force outboard can only get 2500 rpm's at WOT

I'm pulling hair at this. I have a 85hp force outboard that has 150psi in all 3 cylinders, Good strong spark, and is getting gas in all 3 carbs. The boat will idle fine, go into gear fine, but when you got to WOT it max's the rpm's out at 2500. Any explanation would greatly greatly appreciated!!!! Thanks in advance!! Jeff

One more thing, I can get 4000rpm's when its in reverse! Strange!!!!!

UPDATE!!!!! It was the cdi boxes. I did a swap and it max's out a 5600rpm's........... THANKS TO THIS FORUM I WAS ABLE TO FIX IT BY GOING THROUGH SOME OLD POSTS!!!!!!!!!!!
