'86 3.0L Mercruiser no start

Converted point ignition to electronic ( pertronix ), have spark from coil, spark @ plugs, checked timing, ignition rotor @ cylinder 1 , timing mark aligned, firing order correct, 9.5 v @ + side of ignition coil when cranking.
Carburetor freshly rebuilt, fuel filter/water seperator just installed, fuel pressure at carb, fuel squirting into chamber,.................
After trying to start for some time, decided to check plugs, they were wet ( fuel fouled) new plugs, same result...... nuttin. What did I miss??

Have you ran a compression test on the motor???

The rotor does not always point to #1 cylinder, it points to #1 on the dist cap or the connection in the cap your making #1

By pointing @ # 1, I was refferring to # 1 on the dist. cap, and no I didn't do a compression test, it ran when it was winterized. ( I did however turn the motor over to get cylinder # 1 on TDC and got compression)
