86 celeb. with a 5.0 omc no power in the water

hi newb here this is my first post and i do so after searching the forum relentlessly and not finding an answer

i have an 1986 celebrity 21' cuddy with a 5.0lt omc

the problem i am having is it runs great in the driveway when i put it in the water it will idle. as soon as you give it and power it stumbles and will achieve about 1800 rpms spitting and sputtering

what i have done so far :
compression checked and good (less then 10% loss in any cylinder)
new batteries
coil/wires/plugs/cap/rotor
fuel filters
water sep.
carb rebuilt

now what seems to effect it is turning on anything electrical. for example if you turn on the bilge pump it runs rougher and the rpms drop

anyone have any suggestions?

Start at the battery and check all connections, this means remove, clean and reinstall. Include the ground connections at the block. Next check the connections at the engine main connector and work your way up through the ignition

Check your timing & ensure the advancing weights in the distributor move freely. Check/replace your anti-siphon valve on the tank, maybe it's sticking & starving the engine.
