86 Evinrude 25hp Overheating new impeller and thermostat

I hope someone can help me out here. I have an 86 Evinrude 25hp outboard. It was sitting quite awhile when I got it. It runs great, but overheats. I installed a new impeller with the key and a new thermostat. Blew out the copper water tube with an air compressor when I had the lower end off.
When running water just barely sprays out the exhaust hole even after the engine is warmed up - and my overheat alarm goes off in a few minutes. There is obviously not enough water flow.
When I put a hose down the thermostat hole water comes out everywhere. But, when a hose is connected via earmuffs over the water intakes there is no water coming out of the thermostat hole - Even when the engine is running with the thermostat removed. But, I do get water coming out of the rubber hose that is behind and to the left of the housing that covers the thermostat. I get water out the tell tale hole with either the earmuffs on or the motor in a can filled with water. Does anyone have any helpful suggestions on what to do next? Thanks for any help you can give.

Think I'd start anew,pull the lower tape a hose to the copper water tube and see what happens.No water comming out I'd try back flushing.But I would start at the source.If there is water circulating then the alarm needs checking.

Water is supposed to come out of the thermostat hole, isn't it?
Ok, I took the lower end off again and reassembled the impeller, made sure the key was set, etc.
After assembling the impeller and before re-installing the lower end, I back flushed from the end of the copper tube. Water came out of the water intake at the bottom of the lower end and sprayed out of the hole where the shift rod goes through the water pump area.
I put earmuffs over the water intake and water squirted out the shift linkage hole, but not the copper tube. The water did go to the top of the tube, though when I put my finger over the shift linkage hole.
I then back flushed from the thermostat hole on the upper part of the motor and water came out the bottom of the engine like there was no resistance.
When I reassembled it I put new O rings on the plastic tube that the shaft goes through and on the end of the copper water line.
When I hooked up the earmuffs water came out several places - A pee hole on the side and a hole on the front of the engine up where the lower unit is supported and hinged? to the boat (The lower connecting point). No water was coming out of the thermostat hole.
I started the engine and still no water out of the thermostat hole, but I was getting water out of the 2 exhaust holes at the back of the engine.I back flushed after it was assembled and water came out the prop, the 2 pee holes and some, not alot, came out of the water intake area.
I guess next I will try a bucket of water and see if that makes any difference. Any suggestions would be appreciated.

Ok, I filled a garbage can with water and ran it. A comfortable amount of water is coming out those 2 holes in the back along with exhaust. But, still no water to the thermostat. Guess i will be needing to bring it in somewhere.
