86 merc 9.9 starts then dies

I'm helping a friend fix his motor, he paid $500 to have it fixed then they said it need one set of rings.
It sat at the shop for awhile and I offered to pick it up.
Now that it's here I tested the compression and spark,
both clyinders read 70 lbs each, and there is spark.
I pulled it a few times and it started, ran fast, then stopped, I squeesed the bulb and it's firm.
it will start when choked but then it wont run. if it does catch it makes one PUFF noise then stops
I hope I can help him fix this, he is a Bass fisherman and he needs a motor.

70 lbs is not that good. has the engine been decarbed? that would unstick the rings. and maybe give youi better compression. as the motor heats if the rings are not free you will lose compression.

It has not been decarbed yet, but looks like it wouldnt be that hard to do. it makes sense that the rings are stuck What I was going to do is get the carb off and have it cleaned out just because it dies and i'm thinking it's got a clogged jet?
it's not able to run for more than a minute and I have a new blister

If I de-carb it do you need to have a small ring compressor?
is 70 lbs enough or is the fact that they are even make it just ok?
if I take the carb out how should I clean it? I have air here if that helps Just not sure if I can rebuild a carb.

have you check the woodruff key on the flywheel , the puff make me want to check it. like out of time.

they worked on the starter recoil maybe that moved the timing? if the key breaks i'm asuming the timing goes out?

Just found the manual at our library the book can't leave but you can photocopy for 20cents a page

broke woodruff broke engine, yea the timing would be off. be sure to retorque, or it will break again.
