86 omc cobra 4.3l engine dies out at about 3000rpm

1986 4.3l engine. motor will get up to around 3k rpm and it will go no higher. The motor will actually back itself down. If I let it sit for a few minutes it will do the same thing. I have gone through most of the usual attempts to remedy situation and everything I try results in the same situation. Heads were replaced, new coil, new ignition mod, timing seems to be ok. getting fuel. New plugs, new fuel filter. About to replace motor but want to make sure its the engine. Not original engine, engine replaced in 2000. Thanks for any help!

Ayuh,...... Welcome Aboard,.... Most likely cause is poor fuel delivery, probably the carb,.....

Check fuel pressure at the carb, should be 3 to 7 psi from idle to WOT

I like to get back to the forum when I think I found the problem. I believe my main issue was a voltage issue. The wire from the selector(battery cable) to the starter, was shot. Installed a new cable and she is running again. I believe the resistance that was being created through the old wire was creating electrical havoc. So far so good. Thanks for the help.
