86 Volvo penta 5.0 w/275 outdrive water intake

Having an issue with the water intake. I tried to blow water and air back through the water intake fitting on the outdrive with no luck. The fitting mounted on the outdrive
Looks like a good place for the system to plug. It has two Allen head bolts holding it on. I haven't taken it off yet. I am assuming it's plugged but wondered what else could be wrong if it isn't?

Its a replace every 2 years with the impeller and bellows maintenance part.

Could also have the power steering cooler plugged up

Thanks for the quick response.
I'll have to get a manual for it as I am not too familiar with
Volvo.
Where would you recommend looking for replacement parts?
