87 140 HP mid cover plate

I'm not sure exactly what its called, but on my 1987 Evinrude 140 VRO motor there is a cover plate in the midsection of the motor. It is held on by 4 bolts and is about the size and shape of my hand. Mine is corroded and I want to replace or repair it before water gets in. But I'm not sure if there is already water inside by design. Or is it supposed to be dry? When I take it off will oil come out???

I believe that hides a motor mount.-----Just take it off and replace it.-----This may be tricky if bolts are corroded in place.

I called my local parts store to get a price on that cover. They told me more than likely my motor mounts were going bad causing the cover to corrode like that. That doesnt sound good.
