87 50hp Force Stator Resistance

On my stator I have four wires, two blue wires, and two green/yellow stripe. When probing green/yellow wires I get good resistance, when probing blue wires I get no reading at all!!! Is this correct? Should engine be turning to get resistance from these wires?

The resistance reading is to be taken for each set of wires (green-yellow or yellow and blue) It cannot be between two of the same color.
