87 jap 30 mariner idleing too high and poping then idleing down and goes back up??

Can anyone tell me if I am haveing an electrical problem? I adjust the idle and air fuel mixture and when idle is correct and place in gear the motor dies, then I adjust it so it wont die and take it out of gear and the motor idles too high and pops and goes down, also when you accelerate it studdors and motor vibrates and gradually smoothes out but just doesnt get at full speed....
