87 Johnson 15 hp recoil starter problem

I took the recoil starter off of a 1987 Johnson 15 and I'm having trouble reinstalling. It seems when I tighten down the center bolt, the whole thing binds up but if I leave the bolt a bit loose, it seems to work. I must be doing something wrong, any ideas or tips?

There's a washer that goes on the bolt between the recoil cup and recoil spring. It will bind if not installed.

Also, if the index tab on bottom of cup isn't located to the receiving hole, it will bind when tightened.

Good call on the index tab. When I reinstalled I didn't have the tab in the hole so when I tightened the bolt down I put a bit of a bend in the bottom plate. I was able to bend it back into shape and it's working good now.
