'87 Merc 200 won't crank when choked???

Need help desperatly. too many I've been 20 miles out on Lake Michigan and motor wouldn't crank. Whenever I push the key in to choke a cold engine and then turn the key the engine just coughs once and will not crank. If I just turn the key (as in warm engine) it cranks just fine. Is it the ignition switch? Can a switch be bought without the entire harness? Could it be the choke plates aren't cracking open a little to let in air and the engine can't turn over without air? Any advice eagerly welcomed.
