87 Mercruiser 4.3 175 hp - Low on power?

I just bought a 1987 Sunbird 18'10" open bow with a 4.3 in it. We took it out last night for the first time and it would only run up to about 30 mph (boat speedo) with mediocre acceleration up to that point. The tach does not work on the boat, but I'm familiar with motors and it sure didn't sound like it was running hard.. maybe 3500-4000rpm. The engine seems to run good other than the disappointing top speed and the occational kill when idling. The propeller is an 19 pitch so it should get up and go pretty good I would think. Where do I start? Fuel filter? Cap/rotor/wires? It did sit for a little over a year when we bought it, so that makes me think old gas/fuel filter gummed up even though he used Stabil...

Ayuh,... I'd start with a Compression test, 'n Tune up to see where ya stand...
