87 suzuki 75hp acceleration problem

have 87 suzuki 75 hp outboard. starts fine runs great if throttle is floored, if i take throttle up slowly it bogs down at 2800 rpm and no futher impeller was changed any suggestions

get a carb kit and clean the carbs bout really good
