I think there are two rubber isolators set at an angle below the cowl. You need to remove the bolts on them and force them out of the holes they are seated in. Not a fun job! There may also be a bolt behind the water outlet. You need to remove that piece and then take out the bolt.

Below the carbs is a plate cover at an angle, it has two (I think) 3/8" bolts holding it on. Remove these, as there are three rubber isolators in this compartment. If you have removed all the powerhead mounting bolts and it feels somewhat free, it is these isolators that are holding you up. There are two on the either side inside of this cavity, and one larger in the middle. The easiest way is to wedge a flat blade screwdriver into the side bushings, while turning the 3/8" nut on the outside of the case. The main bushing in the middle has two flatblade screws that are a pain to get out. Remove the two side bushings, and the powerhead can be lifted straight up and off.
