88 looper 200 xp wont rev past 3200 rpm under load

So I bought a boat with an Evinrude 200 xp 1988 model sitting on it. I took her out on her first test run and noticed I couldn't get her over 3200 RPM trimmed out at WOT. The previous owner had replaced the VRO pump with an electric pump without a regulator and left the old VRO pump hooked up in line. (side note I also used 6 gallons of gas in about a mile and a half). She had some gas leaks. I replaced all the fuel lines with new ones and used clamps instead of zip ties to secure them down. I cleaned all the carbs and took off the old VRO pump as it was allowing fuel to dump into the pulse hose which was dumping excess fuel into the crank case. I thought this was the problem but it is not. I did a compression check and although low, the cylinders were all consistent around 70 to 75. I changed the spark plugs but I still can't get her over 3200 RPM's. This is driving me crazy what could it be?

I'm not saying this is your problem but a short while ago there was a thread where the OP had a similar problem. The carbs had been rebuilt at a dealership, and they forgot to put the high speed jets in the new carb bowls. Remove the large brass plug on the bowls and see if the high speed jet is in the bowl.

I don't know much about it, but I don't think electric fuel pumps are recommended. You either use the VRO pump (The oil side can be disabled if you want to premix) or two older style non-VRO pumps. (You need two to get enough flow on the big V6's).

BTW the zip ties are special for fuel line. If you do use them they need to the correct ones. Get them from your dealer. Hellerman Tyton is the manufacturer of the zip ties.
