Is it priming firm at the primer bulb?<br />If not, stuck valve needle.<br />Is the choke closing when you press-in on the ignition key?<br />If not, the electric choke isn't werking. Try manual choke.<br />Try a shot of fuel directly into the carb body at a cold startup, just to confirm that it is lack of fuel. Never use starting fluid (ether) on an outboard tho.<br />Check the compression, as low compression will cause this.
