Probably a bad relay Open the cowl and look on the front left of the motor pan. There are 2 of them there. Change the plugs from one to the other and see if it now will go up and not down.
You can replace these with a Bosh relay 0332204150 from the auto parts store for around $10.

Mine did the same thing. It was a relay.
