89 2.3 Cobra Overheat

Hey, i have an 89 OMC cobra 2.3 sterndrive, I have noticed that the Water pump is not working so the engine overheats. I have tested it in many ways, and it doesnt suck in water, but warm water form the block comes out. When i took out the hose and forcefully plugged my garden hose it, it purrs and runs like a beauty. Can someone help me out here? how can i make sure the waterpump works, it looks great, everything is in tact. Thanks alot!

barring an obstruction in the inlet hose or outdrive are you talking about the engine waterpump or outdrive water impellor

Im talking about the engine water pump, the one pulley driven.

Is it leaking? If so, it's shot.
