89 40hp, When in FWD only pressure not in gear?

I have a 89 johnson 40hp , I just replaced the water pump and the motor shaft oil seal and oring, once all together motor goes into REV, N, but when in FWD ther is only pressure or tension as if it had a bad clutch .when in REV it will move but it will turn over the motor. When the motor is on REV will work , N will work , but FWD will stay still ?

ANY HELP WILL BE APPED.

To solve this prob, I found in my case that by removing the shoulder bolt that held the shifting linkage was the easiest way to drop the LU to get to my h2o housing and motor shaft seals and oring. when replacing the LU the shift fork must be properly seated on the end of the shift shaft ( there is a small rotating piece that must be rotated to acomidate the fork )I used a long piece of fishing string to hold the fork up .Then i raised the LU in place and pulling out my line prior to sealing the gear case( the white plastic plug on the front of the LU).This solved the prob .
