89 9.9 Timing plate sticking/rough when turning throttle

I am setting this motor up for remote control and noticed that when I push on the throttle lever arm at the engine it binds then it will go somewhat free then bind back up. It does not do it constantly. I tyrapped the ignition wires up so they would not rub to eliminate them. Could it be the bearing in the timing plate is in need of replacing or cleaned? Any help would be greatly appriceated.

There is no bearing in the armature plate, it's just metal on metal contact and it needs to be lubed as well as all the other components that connect, gear and such. Pull the flywheel and then the plate and lubricate where is makes contact with the powerhead. There is a plastic type ring underneath (you have to hold it together when you put the plate back on) , it doesn't need lubrication my make sure it's clean as well as where it rides on the armature plate. Make sure the wires coming from underneath the flywheel are zip tied through the hole provided on the retainer under the armature plate.
