'89 Bayliner Cobra 1504 - Removable Tank area

Hello all! There are PVC pipes that run from one area to the next at the bottom of the hull but it seems that the one (or two) under the removable fuel tank area is plugged. I tried to snake them out but they don't seem to align. I'm looking to add a bilge pump at the lowest point of the boat and it seems that UNDER that area would be ideal. Any idea what the design of those PVC pipes are like under there? Could I cut into that area possibly to find my clog and also ad a bilge?

no there are not. there may be hap-hazzardly cut limber (drain) holes

more importantly, have you checked your bayliner for rot?
