89 Corsair with a OMC 2.3L cobra no fire

Alright so I bought this boat from my uncle he had all the wiring redone at a local shop summer of 2018 he took the boat out that summer and road it every weekend. His knee went out so he parked the boat threw a cover on it and it’s sat ever since. I brought it home and knew it was gonna need fuel system cleaned so I bought a new carb new fuel filter new fuel lines and flushed the tank. Also cleaned the mechanical fuel pump. I go to start the engine and I’m not getting any spark, engine is turning over fine but no spark. So I start with the simple things like fuses I checked all the fuses on the dash even pulled them and ohmed them out to be positive they week good. I then check voltage at my coil I was getting 12.58v at positive side of coil AND 12.58v on negative side of coil. So I replaced the coil. The old coil was for an external resistor the new one I bought had a internal resistor. I connected everything I’m getting battery voltage at + side of coil and ground on my ground side. I then checked voltage while cranking and it dropped to 9.8 Volts. Still no fire. So I then clean my points and still no fire. I order a Mallory tune up kit for it. Came with new points new condenser new rotor button new cap. Replaced all that set my points to .018 still no fire. I manually opened points with a screw driver and could see a slight ark when I touched both sides of the points. But still no spark out the distributor. So then I replace plug wires. Still no spark. i then ran a hot wire from my battery to the + terminal on the coil and still no spark. What am I missing?
