89 DT-85 won't Idle IN WATER

I've got a Suzuki DT-85 that idles perfectly fine on the ear muffs, but can't get it to idle right in the water. The compression is good in all cylinders. Anybody know what might be going on?

Well how does it idle in the water .... that carbs air/fuel screw should be 1 & 1/2 turns outwards from soft stop ....
