Motor starts up no issue. Sometimes it doesn’t want to throttle up past 8 mph. Sometimes will throttle up and run good for a while then bogs down again. When boat is in neutral you can rev up motor very high. Occasionally it will bog down then after a few minutes of putting around it will get up and go. Any ideas on if this is a carb issue or something different.

They will rev up in neutral on 2 of 4 cylinders.----That test means nothing to me.-----Do a compression test.---Post the numbers.-----Check for spark that will jump a gap of 3/8" ( 1 cm ) on a test device.
