89 Evinrude E100ST

while changing the thermostat when i pulled the cover off there were no springs or poppet valves. I am installing them but wondering what type problems would that cause. I have intermediate flow issue from the tell tale. Could this be causing this?

Possible cold seizing of piston to cylinder wall, incorrect combustion temp to burn off carbon and coke leading to build up in ring lands, carbon build up in exhaust tube

have intermediate flow issue from the tell tale. Could this be causing this?​

Doubtful as this is impeller flow from block fill before t-stats/poppets
