89 Evinrude V4110 VRO, high idle fluctuates

This might be a stupid question but I have a 89 Evinrude V4 110 and when my high idle lever is up the motor goes from idle RPM to a high RPM and then back again. It does this over and over. It's always done this for as long as I've owned it (1 year). Is this a safety feature or something? Is something wrong? It runs great when in gear.

Thanks in advance for any help. If this is already on here sorry, but I couldn't find it.

THat condition is normally caused by having the carburetors out of synchronization, that is one carburetor throttle butterfly is closed, the other is slightly open.

Make sure that the cam is not touching the throttle cam roller, then simply adjust the linkage between the throttle butterflies so that both buterflies open and close at the same time.... and that when closed, both butterflies are absolutely closed.

Thank you, I will check that out tomorrow after work. Why doesn't it do that when in gear though?

Apparently I misread your original post.... I assumed that this variation in rpms was at an idle. However, check that linkage anyhow.

Stupid rain...Will have to wait another day to check. Just to be clear, what I am calling the high idle lever is the lever that you use to raise or lower the rpm when in neutral.
