89 Force 125hp Timing

Hello, I need to set the timing on my 1989 Force 125hp, It was completely rebuilt last year. I've watched the video at the top of the forum on the link & sync + timing. However it's unclear what exactly the timing should be for this engine. I've read 28 degrees, but is that at full throttle? If so what should be while in neutral?

Most people don't have the means to set the timing at full throttle while running. So you set it statically while cranking with the throttle position is at full throttle. There is a YouTube video on this. 28 is the static number. Which will get you about 30 on the water.
