89 johnson 60 fuel/carb problem?

have a few questions if anyone can help me, just got a new boat, disconnected and plugged vro before i ever took it out, ran fine on muffs in the driveway....fist time i took it out it was surging very badly but pumping the primer bulb got it going, 5800 rpm at w.o.t engine sounded perfect....replaced all the fuel lines, primer bulb etc took it out again, still surging now wont go past 4500 rpm and sounds like the engine is lugging.....replaced vro fuel pump with regular premix pump, that took care of the surging and now it rus good idle to half throttle but still wont go past 4500 rpm, im thinking i knocked some sediment loose while changing fuel lines and may have clogged the carbs and i may have a clogged high speed jet, wondering if i should try anything else before tearing into the carbs because im alittle hesitant because ive never done that before on a marine engine, ive done carbs on dirtbikes and other small engines before so i dont think it should be that much different.......also the primer bulb is still alittle soft after changing all the lines, could it be a clogged pickup in the fuel tank or antisiphon valve(i think thats what its called, the nipple with a little ball valve in it coming out of the fuel tank)? any help would be greatly appreciated thanks in advance

carb cleaning of these carbs are pretty simple if u have done any dirt bike or small engine carb service ie. lawn mower dirt bike atv then ur fine the toughest part is remembering how the linkage goes

it was the carbs, took them apart cleaned them put them back together with new rebuild kits.....it was way simpler than i would have thought, used a heated ultrasonic cleaner from harbor frieght (got on sale for 60 bucks) with about a 20 to 1 mix water to purple power degreaser, had them in there about 20 minutes a piece after spraying out the cavities with carb cleaner and rinsing with water...came out looking brand new, and i cleaned the jets with a little pick tool for cleaning out oxy/acetalene torch tips, that worked good too, i really cant believe how much better this motor runs now all through the rpm range
