89 mercury 115 oil in the weep holes

A friend of mine just bought a boat that has a 115 on it. It runs and starts fine but he noticed that there's like an oily foam in the weep holes. Other than that there's no problems. could it be a leak in the lower unit any answers would be appreciated

Not sure what you mean by weep holes but if it's a 2 stroke, it's probably just the unburned two stroke oil which is normal.

I don't think its the unburned oil. Its like a foam Thats collecting. Idk what they are called but there like 2 exhaust Ports on the leg of the motor and that's where the discharge is
