89 omc cobra 2.3 been sitting for 8 years

Just got this boat hasn't been run in 8 years. changed gas, plugs, fuel filters, and dist. cap. Finally got it started. But will only run at 1200 rpms no more no less and only in nuetral. Just sputters out when I move the throttle or try to put it in gear. What would be the next things to check or replace?

finish the tune up with points, plug wires, etc.
then replace every rubber part including the timing belt
service the outdrive - change gear oil, w/p impeller, and inspect bellows

could be a lower shift cable issue - read about the ESA system and your drive here:
