9.8 starting issue

I have a 9.8 electric start that just wont start without a shot of carb cleaner in the throat. Witha quick shot it starts right up and runs great. Turn it off and try to start it again and the same thing happens. I thought I had cleaned the carb well but is there something I could have missed? I have rebuilt the carb, the fuel pump, and replaced the impeller.

Any ideas folks? I took the carb off and cleaned it again but the problem still exists. To start from cold, I have to give it a shot of carb cleaner or similar to get it to run. After that it runs great. If I kill it and try to start it again while warm, it fires right up no problem.

Any ideas??
