9.8hp 110 recoil rebuild

I bought a 1969 9.8 hp Mercury 110 motor in great shape. It only needed the recoil rebuilt. I bought several new wear parts and have the assembly diagram. I am having problems getting enough tension or too much tension on the recoil. What is the proper way to rebuild it and put tension on it? It has the star washer and nut on top but can't seem to hit the right sequence on assembly.
