serial oh005130 model 9.9mla4st 1996 There is no manual choke on this motor. To start I have to manually rev the throttle to start and continue doing so until it is marmed up (~2min). Runs fine at a very low idle after that. Changed plugs, oil and use a mid-grade gas. Primer bulb remains hard.
