9.9 Evinrude comes out of the water in reverse

I've got a 1992 9.9 Evinrude that doesn't want to stay in the water! When I put it in reverse and give it over half throttle it tilts up and comes out of the water. Upon further inspection I've found that it isn't latching down like it's supposed to. I've inspected it and can't find anything broken. I've attached some pictures of the latch. Any suggestions on how to fix this?

Is the tilt/trim pin in place?

I think so, but I don't know for sure what that piece is. Can you tell by the photo's or video if it's there? If it's the removable pin that has several different slots to go in, it's there. You can see it in the video.

On my older motors there is a lever that is either set to run or tilt. When I set it at tilt, I can pull up the motor but I have to reset it to run for the motor to fall back down.

I believe those fingers moving in the video are spring loaded to move into place. The first thing I would do is get a can of spray lube and lube every moving joint I can find.

Your motor is cruddy and corrroded. Clean it up, brush it off and lubricate the moving parts and it'll work.
