My 1990 Evinrude 9.9 cuts out at high throttle ever since I put it the water this year. Never had this problem before. Thought it was the fuel pump (it was worn), replaced it a couple of days ago, and it does run better, but if I run it at close to full throttle the motor dies suddenly. Sometimes the motor will act as if it is losing power just before it stops, but it never "chugs" or hesitates. I tried, but cannot duplicate this at home, only on the lake.
I'm thinking maybe the carb (?float?) would be the next place to look but I never really worked on outboards before. This is my first boat. I bought it used about 5 years ago and I never had any problems with it. I guess this is my year  .

Blackcat.... That's the classic sign of a fouled carburetor, common when a outboard sits for any length of time, especially the lower horsepower ones. The top section of the carburetor has a center portion (nozzle) that extends to the bottom of the float chamber. At the bottom of that nozzle, there is a brass fixed high speed jet. In all probability, you will find that the jet is slightly fouled.

Motors act totally different when not under water pressure. It does sound like a carb problem. When it misses, try giving a little choke and see if it recovers and try sqeezing the primer to give it some gas. Sounds like a problem with partially clogged jets or a hung float. If you ran this for 5 years without rebuilding carbs, notor deserves a treat. Rebuild the carbs. Cheap and not hard.
Mike
:)
