I have a 12' Starcraft with a 6 horse Evinrude. It gets me where I want to go but just not fast enough. I'd like to upgrade. My boat can handle up to 10 horse. What's the difference between 9.9 and 10 horse?

9.9 was created for use on lakes that require less than 10 hp to be legal.
I doubt if you can tell the difference.

There is a federal regulation on the books that says boat tenders, that are used solely for that purpose, with engines less that 10hp do not need to be registered. Hence the 9.9hp outboards. As stated above, there is no difference.

A lot of people will buy a 15 hp and then find a 9.9 cowling for it, cheating a little but in the older engines most 9.9 & 15 are about the same and use the same blocks etc. just different carbs or heads.

The federal rule about tenders also states that you can only be so many feet from the mother vessel. Otherwise, out comes the citation pad. Originally some states had regs that if your boat was powered by less than 10 hp you did not have to register the boat. Florida was that way until 60 something. I don't know if any states still do it that way or not. But like Ed said, today its mostly about waterway restrictions.

* Back in the early 70's we actually sold a brand new performance 15' ski boat rated for a 90hp to a woman who had us mount a 9.9hp Chrysler on the transom. Her subdivison had a 9.9 limit on the lake, but she liked the look of a ski boat....It was truly a sight to behold. With just her in the boat it would do about 7mph. Not enough to get on plane. But she had the biggest smile on her face as she circled around her neighbor's paddle boat.

Re: 9.9 or 10 hp

I always found this foolish. Obviously a tenth of a HP is much smaller than the design tolerance (a 10 hp motor could measure anywhere from 9 to 11, for example), so there's no difference from any angle, neither in the way the engine was designed, nor in any real-use application. It's just a number painted on the cowling of a more-or-less 10 hp motor (more likely less than more!).
