Picked up a 2000 9.9 evinrude 4 stroke for a really good price. He said it was running but would die when driven for a couple minutes. It ran for me at idle and even revved ok..... I first replaced the water pump because it was not pumping water. I did a bad thing (didnt know at the time) and layed the motor on its side carb down for a few days. After i replaced the water pump it would not start. I checked and it has spark. It will run on starting fluid for a few seconds and die. I pulled the carb and cleaned it. Pulled the plugs and turned it over. Never seen any oil anywhere. I have since drained the oil and refilled. Still in the same place. Acts like its not getting fuel. Is there a fuel shut off on the engine or what does anyone thing it could be.
