9.9 to a 15 hp??

Any truth to the rumor of bumping the hp of a 9.9 to a 15 hp by changing the carb???<br />I have a 1993 Johnson 9.9 and would like to get alittle more speed from her to allow me to plane off sooner.<br />Any help would be greatly appreciated, thanks
