9.9 Yamaha on a Lund 1700 fisherman

I'm fairly new to boating but I've posted a couple question in the past and you all have been very helpful. I'm not sure if this is the right forum to ask this question and I'll move it if I should. I live near a lake that has a 9.9 hp limit on the lake. It's a 3,000 acre reservoir but near a large city so they limit the hp. I recently bought a Lund 1700 which is pretty heavy for a 9.9 but since that's the max i bought a used 9.9 Yamaha four stroke. I had a little problem with getting it to idle so i rebuilt the carb and it runs well now. I took it out the other day and took it for a spin. When I was tuning up the motor it will run about 5500 rpm which it should. When i got it out on the lake and ran it WOT I could get it up to just a little over 4000 rpm under load. My question is, is this pretty normal and because I'm trying to push such a heavy boat with a small motor? Sorry if I sound so ignorant but I'm learning, with your help.

with the heavy boat it will run slower but if you run at that low of rpm you will cause damage you shoould change the prop to a lower pitch

Thanks for the help. I can look at getting a new prop. The manual calls for a 9.25x9 pitch. What would you suggest me going to instead to increase the RPM? I just replaced the prop with the same size as the old one. I'd hate to get another one and find out I got the wrong one again. I've read a couple other posts where they talk about changing the pitch to increase the RPM but only increased 200 RPM. Since I'm looking for about 1000 RPM do you think I can pick up that much with a prop change?

im sorry i didnt notice till now that its a 4 stroke your good right where you are at 4000. you must have got 5500 in a neutral with no load dont do that you will destry the engine you should never run that high rpm on that motor esspecially with no load and if you have on muffs only go a little over idle.
