90 HP 2 stroke, tuneup?

I have had ongoing issues with my 03 90 Merc for a long time. Very cold blooded and seems like it is not hitting on all cylinders at idle speeds until you get it warmed up. Then it seemed fine. I am sure I have killed a bunch of mosquitos with it too cuz it really smoked. Well, early this spring I contact a mechanic I have or had faith in. He told me at that time it was to cold to run in the river to put it on some machine and set the carburator. Told me to wait till it warmed up. Well, I waited till it warmed up and he finally was able to get me in this past Wednesday. I knew he was busy trying to get everyone up and running for the 4th. I picked it up Thurs. eve and he told me he put in a new Impeller, which I asked him to do. Also put in an oil pump of some sort that pumps the oil to the gas. Told me it is a cheap part and thought it may be part of my problem. He also told me he adjusted the carburator in the tank. Told me if I continued to have problems to bring it back and he would take it to the river and play with it. Of course, that is what I thought he was going to do in the first place. It does start easier but at idle speeds, it is running rough and smokin pretty good still. Soooo, back to the start of the thread, Can you properly setup a 90 HP 2 stroke in a tank?
