90 hp 2003 johnson stumbles

[two-eyes-up]

just rebuilt 2003 90 hp johnson stumbles bad at 1200 to 2900 rpm. but can throttle up from idle to full throttle and never a skip all 4 carb have been rebuilt

any suggestions?
