90 HP Merc will not go into high RPM under load

Have a new problem, my engine was acting up doing a surging/cutting out thing when throttled up. Replaced all filters and spark plugs, took it out and ran it WOT for about 15 minutes with no problem. Went back the next day and ran for about another 15 minutes under WOT with high RPMs and no problem. Then the engine started dropping rpms on me no matter how much throttle i gave it. Had to limp home at about 10 mph. Engine sounded as if it was bogging down with more throttle and no speed increase. Repair shop came out and took it for a test ride and saw the same thing and has no idea why its acting up and has to go back and research it. Anyone here have any ideas. 1995 90 hp 3 cyl 2 stroke.

Start by useing a differant repair service, then if you want to trouble shoot the engine yourself to start with make sure you have spark on all cyls. then ck compression, if the first 2 items are OK, then you have a fuel problem ck the fuel pump first and then pull the carbs and clean them

Check the previous comment on a 2004 90 hp. You might do the same and come back on.
