When you say "full power",it's a really vague description. I'm not sure what it is doing, but, a stator problem could prevent the motor from turning WOT rpm's, if the "high side" coils are not functioning properly. As the trigger roll's into that area of the stator and it's not operating correctly you won't achieve spark advance neccessary for full output. You might also check your compression, that model has become famous for loosening of the cylinder sleeves causing them to "move", mostly they tend to move inward toward the cranshaft, causing your compression chamber to enlarge reducing compression and in some cases it's enough to not fully burn all the fuel which can cause plug fouling. Before you spend too much time chasing your tail you might be well served eliminating a few of these possibilities, to get a better idea of what situation you have. Good Luck !
