You could try jumping around the control box by going direct to the direct to the trim motor's two main wires, the blue and green. My 94 70 hp trim system was clicking this spring during commissioning. Motor would not turn, but clicked. After about 10 minutes, the engine began to respond and has worked flawlessly all summer.
