90hp merc wont go in gear. any ideas?

Ok so my 90hp merc wont go in gear. it will go in reverse, but not forward. I had someone push the lever while I was watching the linkage on the motor and it goes just fine in reverse, but when it pushed forward the carb linkage works fine, but the gear linkage doesnt move at all.!!!! any ideas.?

Remove the cable at the barrel at the engine. Manually shift into forward, if it goes it's in the cable or shift control, if not it's in the engine.
