90hp wont idle down

i have a 1990 90hp....i did the step by step lync and sync.....the motor fires right up...but idles at 1500 rpm...i even disconected the the carbs from the linkage to see if i could drop rpms....the only way i could get it to slow down was by retarding the timing.but then it really ran bad.its a used engin im trying to dial in.I rebuilt thw carbs,checked every vaccume line.I m stumped:

You didn't say..... But, if you're trying to adjust the idle with the motor out of the water, running on muffs, you won't be able to get it to idle down low. All your final tune up adjustments should be made with your boat in the water.

JSMoore is right about the motor being in the water. I bought a 1988 90hp v4 last fall and it was idling 1200-1300 in my driveway with the muffs on. When I got it in the water it was idling around 700 rpms. It must need the back pressure from being immersed to run right.

so maybe it was running ok and i went and just messed it all up...go figure...i will reset it all and do it again
.Then my only thought on it would be that if it were in the water and it needed a adjustment it just didnt seem to have any where to go but on the upside.unless you do it with the timing a little...will have to reread..Thanks for you ansewrs all
