91, 115 HP Quit Rider Outboard Trim/Tilt Gauge Problem!!! Please help

Hello All,

I have a 91 , 115HP Johnson that I am working on.

Heres whats happening...

When I raise the motor as far up as it will go, the trim gauge needle is in the up position, When I lower the motor back down the gauge will not go below the half way line on the gauge...

What shuld I check For?

Disconnect the sender wire from the gauge, turn on the key and see if the gauge goes back to zero. If it does you may have a bad sender.

I think I did that but the gauge still does not go to zero,
Would this mean the gauge itself is bad?
