'91 40hp Evinrude Need Help!

This motor is going to be the death of me! Let's start out with the trouble I am having. I had the motor running decent with muffs at the house, thought I might need to do a little tweaking at the river to get it running like a champ. Well, I get to the river and crank the motor only for it not wanting to idle. I would have to crank the motor and rev it in neutral to keep it running, then put it in gear and give it all the throttle to get it going. Once going the motor seemed to be running off of one cylinder because it wasnt revving high and had no power. The motor would however keep running as long as you kept in the gas is just wouldnt run but about half power. Also when you get out of gas the motor dies off completely.

Now what all I have done to the motor:

-Pulled and cleaned carbs (even soaked them in basket)
-Took VRO system off and added regular fuel pump
-Redone all gas lines from tank back
-New plugs last year
-Checked spark on plugs (jumping back to block almost 1/2" on both plugs)
-Did old fashion compression test (Tried holding thumb over cylinder while cranking and pushed back on both)

So what does this sound like? Still fuel/carb problem or power pack/coil problem?

If you're getting spark, I would say its a fuel issue...carbs --maybe some gunk in one of the jets? It sounds like something simple, but i would say something in the fuel system. Keep pulling things off and cleaning them...you'll get it.

As far as cleaning carbs go, do the jets come out of these carbs? Seems to be molded in to the carb, i could pull the needle and seat and have soaked the carb in cleaner but I see no way of getting the jets out of the carb to do a thorough cleaning

The high speed jet is in the float bowl behind the drain plug. It comes out, see the FAQ section of this forum for how to make a tool to remove / install them without ruining them. A regular screwdriver needs to be modified some to fit correctly. See the carb rebuilding article in the FAQ section too. Use wire as suggested to be sure all passages in the carb are clean.

OK, so I made a tool and got the high flow jets out and cleaned the other jets as well, reassembled carbs and now cant get the motor to stay running without constantly pumping the choke. So what do I do next?
